You might think outsourcing to the Philippines is complicated.
– do I have to jump through hoops
– do I have to navigate numerous regulations
– do I have to complete a mountain of paperwork

I had a neighbor say, “I thought hiring virtual assistants full-time from the Philippines was just for big corporations.”

So let me answer your questions:

1. Just one hoop to jump through.  And it’s the same as if you were hiring locally.
– you have to interview people.

2. Regulations: nope. none.
– You can’t make this person an employee. They’re an independent contractor.
– You can’t submit a 1099, they’re not in the US.
– You can’t withhold taxes for them (the Philippine government won’t let you).
– There’s no government oversight.

3. Paperwork
– The only thing to do (in the USA) is to have them sign a W-8BEN. Then save it for your records. You don’t even submit it to the IRS. It just says that they’re a foreign national and are responsible for paying their own taxes.
– You might have them sign a contract.
There is no other paperwork.

Declare your VAs on your taxes. It’s tax-deductible.

This is only slightly differently in other countries (obviously you don’t sign a W-8BEN), but by and large, when you hire an independent contractor (like a Filipino virtual assistant), the tax process is going to be a lot easier.

Same with benefits. Benefits are optional because your Filipino VAs are independent contractors. If you want to give your workers benefits, you don’t need to fill out their forms. You don’t need to file any paperwork.

Your VA applies for those benefits. They do the paperwork. You just pay for it.
Or you can do what we do and reimburse them after they show the receipts.
